Performance & Hydrogeological Review of Waikerie & Woolpunda Salt Interception Schemes

SA Water engaged Fifteen50 to perform a technical review of the efficiency and effectiveness of salt interception scheme infrastructure in Waikerie and Woolpunda over the review period of 1 July 2013 to 30 June 2021, including hydrogeological conditions and applied management practices.

This required the collation, analysis and reporting of key datasets, using an evidence-based methodology to assess performance indicators and develop recommendations that may result in improvements against scheme management objectives.

Fifteen50, with the assistance of CDM Smith, conducted a site visit, and also provided detailed analysis on the operating environment (hydrogeological context), scheme management and scheme performance. Key deliverables included a presentation of key findings to SA Water and the Murray Darling Basin Authority and the submission of final reports for each of the scheme.

Project

River Murray Barrages Quality Assurance

Client:

SA Water

Fifteen50 provided Quality Assurance services for the deck units of the five River Murray barrages at the Lower Lakes, Goolwa.

In collaboration with SA Water, Fifteen50 inspected all deck units and reported on the efficacy and extent of compliance of the integrity testing being undertaken. Fifteen50 developed a report to identify all concrete elements for each of the deck sections, analysis of testing data and identification of methods of treatment / remediation for each of the deck sections with particular focus on areas of stress such as corroded reinforcement.

Project

Run of River Survey Analysis and Report

Client:

SA Water

Fifteen50 was engaged by SA Water to process the survey data, analyse results and report the finding of the 2021 Run of River salinity survey which encompassed Lock 1 to upstream of Lock 6 of the Murray River.

This involved undertaking a literature review of previous reports and research papers to consider the mathematical, numerical and computational tools pertinent to each methodology and their advantages and disadvantages prior to adopting a methodology that is most appropriate for a more improved definition of salt inflow.

GIS computations of the river bathymetry, bank elevation and detailed knowledge of calibration and mathematical equations were required to undertake the analysis. Fifteen50 provided detail for all steps of data analysis undertaken along with assumptions and calibration methods in the final report.

The final report will be used by SA Water and the Department for Water and Environment to assess salinity trends in the river and review operational targets in salt interception schemes and groundwater management schemes to achieve environmental objectives.

Hydrogeological Pump Test

Andrew Peace Wines (APW) engaged Fifteen50 to undertake the project management and data collection required to complete a Groundwater Impact Assessment (GIA) in the Swan Hill region of northern Victoria

Fifteen50 worked closely with Groundwater Enterprises and Hydro Terra Pty Ltd to scope and undertake the 14 day pump test ensuring all sensitive environmental receivers were identified, understood and monitored during the pump test period.  

Analysis of the pump test data and assessment of potential impacts on all surrounding bores, rivers and streams supported a license application to the Regulator for a deep lead bore in the area

Fifteen50 was engaged due to our understanding of groundwater licensing and our fundamental understanding of the importance of accessing sustainable water sources for enhancing production of viticulture and other primary production.

Whitton Swamp Hydrological Analysis

Fifteen50 were engaged to quantify the environmental value of Whitton Swamp through an ecological assessment and understand the cost implications to return the site to a controlled wetland that improves on environmental outcomes, local drainage and recreational opportunities.

This work included:

Nimmie-Caira Site Supervision and Contract Management

Client:

Department of Industry (NSW)

The Nimmie-Caira Project, a $180 million water saving project in the lower reaches of the Murrumbidgee River, between Maude and Balranald. The property spans over 84,000 ha of the Lowbidgee floodplain, incorporating high value wetlands.

The project aims to balance environmental and Aboriginal cultural heritage protection with commercial use. After purchase of the property and water by the NSW Government, and development of environmental and land management plans, the final stage of the project was to reconfigure existing infrastructure. This reconfiguration aimed to enhance delivery and use of environmental water and to provide an efficient delivery network for stock and domestic water supplies.

Fifteen50 provided full-time construction contract management and site supervision for the construction of the Nimmie-Caira Water Infrastructure and Stock and Domestic Pipeline works.

Edge Kyabram is a 200 lot staged residential subdivision on the eastern side of the Kyabram township. Fifteen50 have been engaged over the past 3 years to undertake full contractor and authority management of the various stages.

Basin Pipe Project Site Supervision and Contract Management

Fifteen50 provided full-time construction contract management and site supervision for the construction of numerous Basin Pipe stock and domestic water supply systems across the Riverina, NSW region.

The nine individual construction projects were located nearby to the towns of Balranald, Maude, Hay and Urana and included pipelines up to 110km long, servicing individual properties up to 100,000 ha in size.

Salt Interception Scheme Pipeline Replacement GIS Risk Prioritisation Tool

Client:

SA Water

SA Water engaged Fifteen50 to create a GIS-enabled risk prioritisation tool for pipeline replacement associated with salt interception schemes operated and managed by SA Water.

This involved developing a methodology to identify priorities for pipe replacement of salt interception scheme pipelines, informed by asset risk management principles from SA Water and industry standards. For a more robust likelihood of failure assessment, Fifteen50 interrogated the information that is used to quantify estimated remaining life by reviewing existing database information against as-constructed drawings across all schemes, as well as obtaining information on history of failures.

SA Water’s risk and opportunity impact criteria matrix informed the selection of impact of failure parameters which were then adapted to a Salinity Operations context. Combinations of scoring and weighting assumptions were sensitivity tested to finalise parameter selection and scores. The end result was a fit-for-purpose risk rating of pipeline segments in a complete database that is updateable and can be used for long-term expenditure forecasting.

River Murray Operations SCADA Automation Business Case

Client:

SA Water engaged Fifteen50 to perform a detailed options analysis on different SCADA modernisation approaches to form a business case for suitable assets in the River Murray Operations arm.

This involved reviewing the telemetry options analysis report and capital costings by telecommunications engineering consultants, as well as liaising with SA Water’s River Murray Operations, IT and SCADA teams to understand their existing operations and capability.

This culminated in budget cost estimates which captured the opportunities and impacts to SA Water operations and maintenance in the long-term based on varying levels of telemetry control and responsiveness. The business case was accepted by the Murray Darling Basin Authority and the modernisation upgrades have been incorporated into SA Water’s renewal and replacement works program.

Floodplain Harvesting Measurement Strategy – Focus Group Analysis & Communications Support

Client:

Fifteen50 Consulting was engaged to convene and lead industry focus group workshops to provide feedback and advice on the draft Floodplain Harvesting Measurement Strategy, a key aspect in implementing the overarching NSW Floodplain Harvesting Policy, particularly in the Murray-Darling Basin.

Fifteen50 critically reviewed all program information, selected focus group participants, developed materials and facilitated four workshops in locations throughout the northern NSW MDB valleys. Fifteen50 prepared a report on the feedback received and provided expert recommendations on future actions for the Department to improve the Strategy and its implementation.

Fifteen50 also supported NSW DPIE in the implementation of the Floodplain Harvesting Measurement Policy by developing targeted communications pieces, extension materials, guidelines and fact sheets for floodplain harvesting landholders to understand their metering obligations.

Lake Hume Water Infrastructure Design and Contract Management

Client:

Fifteen50 designed a new wastewater pumping station and 1500m rising main for North East Water to service Discovery Parks Lake Hume Holiday Park and future residential areas nearby.

The WWPS site was in a sensitive environment being on the edge of Lake Hume and within an established holiday park, with the discharge rising main being designed within a complex services environment in the Murray Valley Highway road reserve.

Fifteen50 established the design basis, managed stakeholders, gained all planning approvals and produced detailed designs for construction before providing full project and contract management for construction of the works. Fifteen50 also provided design services for internal Park water mains, sewer mains and a retaining wall fronting Lake Hume.

Quality Assurance Pre Cast Concrete Production

Client:

Transport for NSW

Fifteen50 were engaged to undertake construction surveillance during the manufacturing of 78 concrete box culverts for a road upgrade project along the Riverina Hwy in NSW.

Our role involved undertaking site surveillance at the precast yard batching plant to inspect culvert moulds, steel reinforcement, concrete mix design and finished products to verify the Contractor was meeting their quality control requirements and ensure that the units were being manufactured in accordance with TfNSW and Australian Standards.

The project delivered high quality culverts to the construction site which then integrated with the interconnecting infrastructure at the site seamlessly.
